Question about 1992 Oldsmobile 88
Its not the fuse under the dash, tried a new radio even, is there a relay or larger fuse located elsewhere that could possibly be causing this ?
Yes there's a fuse box with master fuseses under the hood . on the passenger side on top by the windshield there's a plastic cover about a foot long.

Hello! The fuel pump relay switch is located on the firewall under a plastic cover...It is a black plastic 1"x1"
switch...It is designed to operate the fuel pump for 3-8 seconds when you turn the ignition switch on, to prime the injector rail...

Fuses (located on a swing down unit near the steering column or in the
glove box) protect all the major electrical systems in the car. In case
of an electrical overload, the fuse melts, breaking the circuit and
stopping the flow of electricity.
I suggest check your 1994-Oldsmobile-Eighty-Eight-Owners-Manual for descriptions (page 223 and next).
Hope this help..
