Question about 1999 Plymouth Breeze
The car drives fine, but the rpms shoot up tp 2.5 rpm when in park and in neutral. Car is very loud and shutters when it shut's off
It most likely has a fuel delivery problem. I had the same issue on a 1987 Honda Civic and required a complete cleaning and adjustment of the carburetors at the dealership. After that the car was fine.
If yours is fuel injected, try getting the fuel lines cleaned out professionally.

more, the park/neutral position switch is ON (N position).
