Question about 1991 Mercury Cougar
Intermittent left brake light failure. All other lights on that side as well as right side continue to work
Replace the bulb first, if it still does this replace the socket and make sure the ground for the light is clean and tight and that the connectors for the tail lights are fully clipped together.

Try this easy check. Press the hazard switch on and off about 20-30 times and see is it all starts working again. The contacs in the switch assembly get dirty and this will help clean them up from non use. Worth a try.

THE stop light switch is either in the brake line somewhere under the bonnet or above the brake pedal
Its either a pressure or a finger switch.....
