The following are the general instructions on the start of diagnosing any electronically controlled engine or transmission problem.

The engine and the automatic transmission (transmission control is only for automatics, engine is still computer controlled no matter the transmission type) in this vehicle are computer controlled and in most cases when a fault occurs a fault code is stored in the memory of the computer control module. There are exception to this, such as the Mass Airflow Meter and fuel pressure problems. What must be done is to have all the basic testing done such as a scan of the system for fault codes as well as a check with a live data scanner tool for engine functions that are not within range of normal, a trained technician is required to know what is correct and what isn't, then based on careful diagnostics done from a factory repair manual the correct part is replaced or the wiring repaired or the computer replaced (known as the PCM), which is very rarely the problem. Other basic checks must be done as well such as mechanical problems with the engine as well as engine state of tune and mileage on the engine. The transmission can have mechanical issues as well such as no gear engagement at all or a failed pump or other pressure related problems. Also engine mechanical problems can and do cause many drive-ability related problem such as rough idle and other symptoms.

I had battery issues with my neon where the battery just died after it sat for 3 days...The problem appears to be resolved after removing the service light attached under the hood, don't know why but the bloody thing doesn't turn off when the hood is closed.. I can see the light at night..

SOURCE: 1999 dodge neon

I had the same issue and it turned out to be grounding issues. by that I mean ALL of my grounds were rusted/loose/ too small wire/ ect.

To curb this issue i had to locate multiple grounding wires on the engine and that little wire running from the ground terminal to the front cross member was heating up because so much current draw through it- after locating grounding wires, Sanding the connections and using petroleum jelly AND replacing the ground terminal and Positive terminal the issue cleared up.

The only reason i knew it was ground issues on my car was finding that one chassis ground wire heating up from just running my car.

Could be corroded terminals on the battery wires, starter motor, spark plugs, or intake air. I would look first at the terminal wires and make sure they're clean (if not you can scrub them with a baking soda and water solution then wipe dry). Then make sure you have spark and a clean air filter. If you're still having trouble you can bring the starter motor to Autozone to have it tested. If it's not one of these solutions, then it's going to be a problem in fuel delivery (fuel pump, fuel injectors, fuel filter).

SOURCE: put a new starter in a dodge neon and when you go

Check the battery to starter cable and connections (the heavy one). Because the starter sonenoid is engaging but the starter is not.

Car wont turn over... put in a new starter, new battery, new timing belt, new spark plugs, car sounds like it will start but it wont turn over.

Double check the wiring to make sure it has perfect contact on battery, solenoid, voltage regulator (also check the regulator and starter relay)
You also may want to check the current on ignition module.

I have a 95 dodge neon. When I start it, it cranks over but wont catch. What could that be.

You have to see if you are getting spark to the plugs, fuel pressure and compression in the engine. It could be alot of things that could cause a no start, these are the first places to check.

Check the accessory belt tension. The belt should move 1/4 to 1/2 inch when you push on it. The alternator belt is closer to the firewall on a 96 neon. Also for a temporary fix until you figure out the problem get a solar charger that plugs into your cigarette lighter. Other possible causes; bad battery cables or connections. Check all connections are clean and tight (check both ends at the battery and at the starter and ground wire. Caution always remove negative battery first and replace last.
