Check for the heater relay. It's an industrial type "fuse".

Blown fuses for the heater/ac, radio, cig lighter, and horn

Those four things should be on four different fuses.
As for the heater blower, I would unplug the blower motor to see if the short is in the motor. Someone will have to trace the circuits to find the short or shorts that are blowing the fuses. Could be something in the wiring harness that is touching bare metal.

1998 dodge caravan sport put it in drive but when go back pass neutral blows a fuse to turn signals and the heater

The turn signal fuse I could see if there was a short in the wiring in the column, but the heater fuse surprises me.
It could be in the column, or in the harness going to the transmission.

2000 buick regal blows high fan fuse as soon as it is put in with car offf

I would disconnect your blower motor resistor then try fuse again, if it does'nt blow then it is either blower motor or resistor, these resistors are common for going bad/and or blower motor. Good luck let me know if you need more info or if this didn't fix it, I will research it more for you

Why does the fuse for the heaters fan blow as soon as I put a new fuse in

You have a short to ground in that circuit. If the heater switch is in the off position and the fuse still blows the problem is probably before the switch.

Heater not working it is blowing cold air at all times is there a

Heater blowing cold air until I get on the interstate, then it works; however, when I stop at lights it starts blowing cold air again. The temperature gauge will be in the middle but the car will still be cold until the car starts moving.
