The engine can run sluggish if the timing is wrong or is poorly maintained. I would suggest changing the spark plugs, check the ignition leads, rotor arm and dizzy cap, also check the timing and don't forget the test lead as discribed in the haynes manual for checking your timing. The sparkplugs will indicate this and also you would get pinking from the engine.

Hi my name is nick... I have a 1991 celica sx 5sfe engine. Problems 1. vibration in a particular speed 80-100 kmh, checked wheel balance and alignment still? 2. some times car becomes sluggish and...

Check 5 things Balance, (including road force that checks the integrity of your rims).
Tires if they are cup, they vibrate the vehicle at high speed.
Wheel bearings for movement. Tied rod ends for looseness,
If you brake and rotors pulsate, those rotors will create vibration at high speed.

Wynding noise under dash when picking up speed.

Does the winding noise speed nup and slow down with the movement of the car? Does the sound seem like an electrical whine or a mechanical whine? It could be your speedomiter cable.

When im driving from a stop the car is very sluggish with no power for a coulple of seconds then it will pick up all after flooring the gas pedle

Probably fuel filter. At least, that's where you start. Could also be timing, ignition wires, plugs, timing control system, ignition coils, transmission fluid level, brakes binding, EGR system, vacuum leak or low compression.
