Sounds like the parking brake cable is stuck on the side, the first step, and the easiest step it to locate the cable behind the tire and really spray it with "WD-40" or "PB Blaster". That is to see if the cable can become free. If that doen't work, than you have to manualy de-adjust the brakes, ny locating a small rubber plug, rectangular in shape and using a brake adjusting tool, (availabel at most auto part stores) to "turn back" the adjusting screww inside the drum.

You need to take the tire off, then take the caliper which holds the brakes off. compress the piston. replace the brakes and see if theat works. if not you might need to replace the caliper

Safty first,Can you safely jack the frount of the car chalk the rear tires and put the transmission in nuetal. Try to spin the wheel by hand. Then take the wheel off and checked your brakes? It could be be the brake pads or caliber locking up. Or as simple as a rock stuck in there. I hope this helps you.

Rear left tier

Tire* -- I don't know if I would suggest doing this yourself, but try taking the tire off, (this requires you to jack the left rear *tire* off of the ground), and checking to make sure your brake is disengaged, meaning that neither the drums (or pads if it is the sport neon) nor the parking brake is still engaged. If neither are, you have a more serious problem on your hands, but if they are engaged, remove the drums and reassemble. Make sure your springs are in the right spot.

96 Plymouth Neon rear tire locked up

Parking brake is stuck ( possibly ),engauging parking brake a few times which in most cases will not help ( never know when they stick ) and at the back of the drum backing plate towards the axle will be the cable give it a couple good tuggs to release it and do not use it again or replace the cables ( if that is the case), if it will not release and or is free the you may have contamination in the brake lines to the rear right causing the caliper to be stuck open. The bleed the rear brake line best possible solution after that garage.

Does your car have rear disc brakes? If so, it is likely a failure of the emergency brake that is inside the rear disc.
