Question about 2006 Toyota Camry
To remove the belt
Use a breaker bar with a shallow 19mm socket on it. Put it on the 19mm bolt looking flange on the tensioner and pull towards the front of the vehicle, while tension is released, slide belt off of the water pump pulley, let the tensioner back up remove belt.

If it is a 4 cylinder. there is a 19mm nut on a tensioner inside where the belt runs around the top motor mount. put a large bar on a 19mm socket nd pull towards the front of the car to loosen tension on the belt
