Question about 1999 Plymouth Breeze
The power steering fluid is a tricky spot to get to. On the passenger side go about a foot and a half behind your coolant. It's further back than the engine block itself. I yellow cap as big around as a soda can is where it goes.

Facing the car it will be all the way to the back of the engine on the left hand side.( look right below the wiper) Mine has a bright yellow cap, but because of its location initially it was hard to find,

I would expect teither the power steering pump or the steering rack has failed. The good fluid in the unit is just not being put to use.
