The relay just unplugs but that is most likely not the problem because if the relay was bad the engine would not start. It is my experience that the ignition starter switch is defective, they were recalled for many models and i think T Bird was one of them, so call the dealer, if not replace it yourself it is about $12.00. It is operated by a long steel rod from the ignition lock cylinder and is located near the bottom of the steering column on top of the tube. Drop the column down to replace it

SOURCE: E.E.C fuse keeps blowing in 1991 Ford Explorer

if you replaced fuel pump i would look at backward wiring when replaced and i would start at the source of work if your vehicle was working fine before replacement then 9 out of 10 it will be your fuel pump wireing

sometimes when putting wireing back together the connectors have the missing clip and in turn you can turn the wireing in both directions now where positive is touching the ground on both sides of connector kris kross problem check your work this is crucial use a test light to find the right wires where they go

SOURCE: EEC relay fuse

There are 3 relays mounted below the fuse box .
The green I believe is fuel pump relay and the brown is EEC. The third relay is for the A/C WOT.
It is possible the wiring is shorted, check there, it is also possible you have a bad fuel pump.
Please let me know what you find.

96 windstar eec wiring scematic

Find another relay with an identical part number(maybe the fuel pump relay)& swap it in place of the suspect EEC relay.See if the buzzing quits. If it does, the EEC relay is bad. There might be a ac WOT cutout relay or fan relay with an identical part number that you can use instead of the fuel pump relay. The fuel pump relay & EEC relay will both have to be in place in order for the engine to start.A relay should click when you turn the key on,but it shouldn't make a buzzing noise.BTW-the EEC relay is energized when you turn the key on and then it supplies ignition on power to the computer, injectors, solenoids and fuel pump relay. Therefore, if the EEC relay is defective, these components are Not going to work.If you don't hear the fuel pump prime when the key is first turned on,that's a sign the EEC relay is bad.One of the injector wires should have battery voltage, if the EEC relay is powering up.If your vehicle doesn't have a matching relay to the EEC relay(except for the fuel pump relay)just pull the FP relay out and slide it into place of the suspect EEC relay for testing purposes. If the buzzing noise stops, then replace the relay because there's no way to test if the car will start without having both relays in place.

Fuel problem

try checking the eec relay and the eec relay. Does this truck have dual tanks. If it does check the selector switch. mine went bad and burned up both relays. If these are not the problem then you will need to check fuel pump. it or they are located in the tank or tanks.

95 taurus starts runs for 1-2 seconds then dies changed fuel filter 39 psi on fuel rail can make it run longer by cycling ign.switch from off to run really fast but leave it in run and dies after couple...

I would check the EEC relay, and the fuel pump relay too. But it sounds like the ignition module is loosing power, or the pump is not getting power after the engine starts.
The computer must see oil pressure or RPM to power the pump relay after the engine starts.

My 89 ford ranger will some times stall and not start back. You can turn key but fuel pump doesn't start but next day it may run fine

I would suspect a bad eec relay. These used to go out commonly, and the eec relay is what powers up the fuel pump relay.

I am looking for a diagram of the Electronic Engine Control- relay and how this effects the starting & run feature

The ignition switch powers the EEC relay, and the relay turns on the EEC which runs the fuel pump relay. So I would replace both as both have a lot of problems. As for a diagram, you will need to go to AutoZone and I think they can print one out for you on their ALLDATA program.
