Imagine if it works - raise your fuel mileage to 21+ in stop n go driving, up tp 35+, maybe 40 mpg with a steady low cruise on the highway, at 60-62 mph.

it can be some reasons mybe cylinder head, inlet valve worn out.
it can be cuporator valve releasing more petrol into the inlet.
Brakes it can be. check contacpoint.

That is HUGE for a 1.3 L engine. I seriously think you must have a fuel leak somewhere.
