There has been a lot of discussion for that over the last 3o or 40 years. Old type "bias" tires were recommended to criss-cross. I personally don't like to change the direction of rotation for radial tires, they wear very quickly for several months if you do that, so I keep them on the same side.
If all else fails, start at the center and use criss-cross pattern working from center out. Be sure if these are one time use bolts to replace them, and find correct torque specs from shop manual or dealer.
Tighten them in a criss-cross pattern. First all finger tight, then each one a little at a time, in a criss-cross pattern, first one, then the one opposite, and keep moving around the flywheel like that. By the second round of tightening, you should be at the proper torque value.

When was the last tune up? Hard starts when cold are usually caused by fouled spark plugs, worn plug wires, or weak ignition coils. Fuel systems are not as effected by temperature changes as the ignition components.
You have to use new headbolts because they are torque to yield bolts. You start in the middle and criss cross out to the ends with an initial torque of 33 ft-lbs. Then you criss cross out out again with an additional 90 degrees on each bolt, then you do it again from the middle another 90 degrees to make a total of 180 degress past the initial 33ft-lbs.
