Possible battery Voltage issue or more likely bad ground wire connection on light relays / chassis

I should also mention that the turn signals as well as the tail lights do not work, only when the headlights are on. No headlights, all brakelights and trun signals work.

Right you need to check wiring harness connectors seems like you have a possible connector with a short or corroded

SOURCE: 1998 GMC Sierra Signal Fuse Blowing

it seems you have a short in either one of the lights or interlock. all are connected to the same fuse. trace the wiring from the fuse box back to the component. Using a test light test in between the wires. check for any obvious breaks in the wiring.

How can I repair the electrical problem on my truck?

Headlight ground is a common problem. Also, check that the battery ground is sound, if battery ground goes to engine, check that engine strap to frame is also sound.

I have no tail lights

I had this very same problem on a GM truck at work the other day, I believe it to be a bad headlight switch because I cycled the switch between headlight and parking light positions, I had tails when I had the switch in the parking light position and not in the headlight position, changed the switch and everything worked, Made my day!

My 1989 gmc sierra truck tail lights do not work. bulbs have been replaced, tester shows that it is getting an electrical connection to the battery. The brake lights and headlights work fine. Turn signals...

I had a similar problem with mine. Turned out to be a bad ground connection in the tail ight assembly. There are steel tabs that spring out and contact the steel stamped out frame in the plastic around the bulb sockets. They were making a bad or no connection and were rusted. Bad design :( Anyway I used a very small wire wheel and removed the corrosion and soldered the connections. No more problems!
