An engine needs three things to run : Fuel, Compression and Fire. Check to make sure you are getting fire to the spark plugs. The fuel pressure regulator on the injector rail may be bad. There is a schrader valve on the injector rail, check to see if there is fuel there. It is a valve like a tire valve, depress it slightly to see if there is fuel there.

No the missing O2 sensors would not keep it from running. The missing exhaust pipes might not help matters. No exhaust system would cause a lack of back pressure.
I would want to know what base fuel pressure is with a gauge before and after cranking. Your thought about bad gas is legit, today's gasoline is only good for about 2 or 3 months before it starts gelling up.
Did you replace the inline filter the last time you put the new pump in ? And are you sure the pump is getting power after the key is released?
Im dealing with a similar situation. But have found that I have no spark. By opening the end of the air intake and giving a little squirt of starter fluid and no start. Opened access to FP and pulled a hose. No fuel. So no fuel no spark. reading lots and lots of forums I have come to the conclusion it is either the Cam or the Crank sensor. The crank sensor is easier to get to and cheaper. I am going to check that first.
You've put in a brand new fuel pump and filter in a 2002 F150 and it's still not starting? Besides that just being terrible, you might try the coils. They could be bad. New starter and batttery means that the engine must crank well but if the FUEL and SPARK settings are not correct or faulty then the engine will not start.
So please have the fuel checked, from the fuel filter , pump and pressure of fuel.
Check for the spark intensity and timing. If any of the above is absent or is not to the level desired then it must be checked.
It sounds from your description that the fuel pump is weak. To check the fuel pressure you need a fuel pressure test gauge for fuel injection. Attach the gauge to the test port schrader valve and turn the ignition to the on position. Record the reading. Now start the engine and record that reading. Unplug the pressure regulator vacuum line and record the reading.
The pump should have pressure with in specs but if low, start with the installation of a new complete pump. It is located in the fuel tank. Also replace your fuel filter.
