Well there should be small light bulbs in the panel. You may have to take the panel out and then take it apart to get to the bulbs.
I would check with the dealer to see if they list the bulbs as being available separately.

SOURCE: No lights on heater/fan panel.

Yes, there is illumination behind the heater control panel.

You need to remove the center inst cluster upper (radio) & lower finish (heater) panels to gain access to the heater control; the light socket is behind the heater panel.

I have a 1994 silverado, The Heat/ac controls work but the control panel only lights up occasionally. I replace the control unit when the problem started and nothing changed.

If you have already replaced the control unit but the issue still persists, the problem may lie with faulty wiring or loose connections. It's possible that a wire is not making proper contact, which could cause the issue where the control panel only lights up occasionally. You may want to check the wiring and connections to see if there are any loose or damaged wires that need to be repaired or replaced. It's also possible that there is an issue with a fuse related to the control panel's lighting. Check to ensure that all the fuses in the fuse box are functioning correctly, and replace any that have burnt out. If you are not comfortable working on electrical systems, it's best to take your truck to a professional mechanic who can diagnose and fix the issue correctly.

LED instrument panel display and Heater, and Radio dim

It's called a ambient light sensor . The ambient light sensor is a light-sensitive transistor that varies its voltage signal to the body control module (BCM) in response to changes in the outside (ambient) light level
If the technician didn't know if it would fix it or not , should have found a more knowledgeable tech. Hooking up a factor scan tool would have found a DTC - diagnostic trouble code in the BCM - body control module .

Instrument panel lights

i just recently replaced mine and the temp control had burned . the dash fascia needs to be removed. the vents must come out and then remove the screws that hold it on..there are probably 10 screws.. under the vents , behind the ashtray, and behind the cruise control switch and dimmer switch.. once this is done you need to remove the 4 screws that hold the heater control unit in. the bulb that needs to be replaced lights up temp control and fan speed...you may be able to download an exploded veiw of the dash fascia...this is an involved job...but worth it at night!
