I am not familiar with this car. However, on most cars the power steering level is not determined by using a dipstick. On most cars, you open the power steering fluid reservoir and look at it to determine if the reservoir is full. I hope this helps.

Locate the power steering reservoir under the hood. Check the fluid level against the marks on the dip stick; there are hot and cold marks. Add fluid as specified in your owners manual to keep the level at the appropriate mark.
It's probally low on power steering fluid. If you open the hood, look on the left side right over the passenger tire. Theres a resivore there for power steering fluid. Unscrew the cap and wipe the dip stick clean. Then put it back in and pull it back out and see how far up the stick the fluid reaches. Make sure you put it in all the way so you get an accurate reading. If its low, add some until it says full on the dip stick. then put the cover back on, start the van and turn the steering all the way left and then all the way right a few times. The noise should stop as long as that was the problem. Windstars and known for having power steering leaks so I am going to bet that is the noise your hearing. It's a low toned, whining noise if it is low on power steering fluid. Hope that works for you. Good Luck.
The dip stick is part of the cap on the top of the power steering pump. The cap and stick is usually colored black. When you remove the cap( it twists right off), pull the cap straight up and turn over. The stick is right there. Its about 3 or 4 inches long. It will be marked for the proper amount of power steering fluid you need, just like the oil dip stick. Hope this helps.

LET VECHICLE SET FOR 2 MINUTES CHECK POWER STEERING FLUID LEVEL.IF STILL LOW ADD LITTLE MORE.TO THE COLD FULL MARK ON DIP STICK. DONT OVER FILL BECAUSE FLUID LEVEL RISES WHEN IT GET HOT.WHEN DONE IF STEERING WHEEL STILL FEEL HARD TO TURN YOU SEE AIR BUBBLES IN FLUID THATS WHEN FLUID HAS A TAN LOOKING COLOR WAIT 5 MINUTES AND.REPEAT THE BLEEDING PROCESS. DONT DRIVE OR OPERATE VECHICLE ON HIGHWAY UNTIL POWER STEERING HAS NORMAL OPERATION.
With engine off power stering pump located on engine. remove cap. cap will have a dip stick attached add "GM" power stering fluid a little at a time. wipe dip stick clean reinsert and remove check by using the high oil line the the marking on the dip stick. do not over fill
