Question about 1998 Ford Expedition
It is very possible that your vehicle is afflicked with the leaky windshield disease. The lower driverside corner of the windshield leaks and drips into the back of the FUSEBOX the problems usually start with running board lights staying on , radio going off when starting to drive , to no gauges working or the starter turning while the vehicle is off, this may take out the 300 dollar gem module piggybacked to it. Best thing to do is use rubber floor mats after a decent rain you will see water right under the fusebox would be on the driverside floorboard. If this is the case , find a used one on Ebay, dealer cost is 174 dollars from the dealer and another 300 for the gem module if needed 50/50 chance, then put some plastic over the back of these components or better have the windshield replaced perhaps resealed.

Replace the blower motor resister that controls the heating fan ,sounds like you may have 2 problems not sure about the 2nd.
