Follow the belt to the p/s pump. look at the top of the punp. you'll see a plastic tube about 3 inches across. it will have a lid. if this is not there, there's your problem.

Siren nosie from engine

sounds like a power steering issue. They whine when the fluid is low. Check your fluid level. If it is low, you have a power steering leak. If its not that, describe the sound a little more and I'll try again.

When your power steering pump goes out does it lock up your steering wheel

I doubt it.
Usually when the pump fails it smokes the belt.
If the steering wheel will not turn and the fluid is contaminated, I would say the problem is the gear box or rack and pinion depending on the make model and year.

Brown fluid leaked and steering wheel locked up on 99 jeep grand cherokee

Check the power steering fluid. The resoviour could have a leak in it. This is located under the hood normally it has a cap about the size of a half dollar

You shouldn't need to replace 2 pumps,or even one. It shouldn't whine, where you hear it, driving.
I would change the steering rack, flush the cooler and pump. Still got a whine ,your getting bad rebuilt pumps

How to determine weather it is the power steering pump, or hose?

power steering will make a buzz nosie and it will get worse when the steering wheel is turned. It usually is just low n power steering fluid. Check that first. The other is a belt squeal noise, worse when turning, which usually just requires tightening unless it's self tensioning syste. Or replace the belt. Need a better description of the nosie and results of fluid level check. Report back on findings.
Please rate as fixya if this resolves your problem.

Your Power Steering pump is were the noise comes from, the system fluid must be flushed until it's clean and the PS Pump replaced, around $300 to fix.
