The pump relay is grounded by the computer.
The actual pump is grounded thru the harness coming out of the tank.
The computer grounds the pump relay for three seconds when the engine is cranked and more if it sees oil pressure or RPM.
If the engine does not start, the relay gets no ground signal.

Yours is a mechanical (rather than electrical) fuel pump.

Look at this picture:

Just to the right (in the above picture) of the crankshaft pulley (harmonic dampener) is the fuel pump (flat black body, silver top), and to the left of the steering box.

Not getting gas to fuel enjectors

Change the fuel filter first...while changing it see if gas comes out of the tubes. If there is no gas there, the fuel pump is shot, if there is, the injectors are clogged...change them out.

Hello,
Assuming you refilled on gas it is possible that in running so low on gas the concentration of containments have clogged the sock of your fuel pump. Should this be the case you will need to change the fuel pump.

Oil pump replacement

The pump is located in the pan you have to remove the transmission bolts out and raise the engine up with an engine stand and remove oil pan bolts and remove pump, it's quite a job.
