Try this, remove the battery cables, leave off for 10-15mins,reconnect,negitive first then positive, if this doesn't do it,replace the P.C.M.you can find one on line cheap and they will program it to your car. hope this helps and good luck to u ..

30-Minute Relearn Procedure
Use this procedure after replacing the following components:
The passkey III (PK3) keys
The PCM, see important above
Important: This procedure is not available on vehicles equipped with option code (Z49).
If replacing a BCM with an GM SPO Replacement Part, perform the procedure to setup a new BCM prior to the 30-minute relearn procedure.
With a master passkey III key, turn ON the ignition, with the engine OFF.
Observe the STARTING DISABLED DUE TO THEFT message on the drivers information center (DIC), after approximately 10 minutes the STARTING DISABLED DUE TO THEFT message on the DIC will turn off.
Turn OFF the ignition, and wait 5 seconds.
Repeat steps 1-3 two more times for a total of 3 cycles or 30 minutes.
Important: The vehicle learns the key transponder information and/or passwords on the ignition switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.
With a master passkey III key, start the vehicle. The vehicle has now learned the key transponder information and the PCM has now learned the fuel continue password.
Try disconnecting the neg battery terminal for about five minutes. if that doesnt work then it will have to be reset by the dealer or try by unhooking positive cable to battery, wait one or 2 minutes then hook cable back up to battery. this should reset it. good-day !!
Go around the car to the passenger side and insert the rounded door key in the door and an lock and then unlock it with the key. This should disable the anti-theft system. This also will shut off the horn blowing when the alarm is tripped. This works on all older Cadlillacs. Hope this helps.
did you replace the fuse.if so try to get the alarm reset location,it could be in the stupidist place like my pathfinder you have to put the key in the tailgate and turn it to glass side and hold it for 20 seconds.and then hit the hidden reset switch under the rear carpet.
the wire that goes to the ignition to the anti theft device is probably broken if you call a good locksmith they can go in through the steering column and fix it same thing happened to my 95 eldorado apparently cadillac designed the anti theft system to coincide with the ignition and is connected to the ignition with two wires that turn as the key is turned the wires twist and eventually they wear out
