EGR valve problem? If this or anything related is the problem, the Check Engine light should be on - take it to a mechanic who can read out the error codes stored by the car's computer

Driver side front tire locks up when slowing to stop

Sounds like your brake locking up. Have your pads and caliper checked, if they look good I would suggest changing your rubber flex hoses that go from the body to the strut housing.

My 2005 dodge neon jerks when i accelerate from a full stop.

There are a few different problem areas in your vehicle that come to mind as I was reading your complaint. I will go over the wire diagram for this neon and see exactly what we could be dealing with. Most importantly, I see your check engine light is coming on. If you can scan it while its on and get the codes I will be able to tell you pretty much exactly what is causing this jerking issue. Hopefully its a simple fix, could be under the hood, mechanical or electrical. Ive seen these pcm's fail in the past also. Advanced auto or autozone typically scans codes for free. Please Advise

My neon turns off when i'm in a stop ligth

It is idling too slow.
Could be electrical..check battery voltage and alternator.
Could be bad spark plugs or plug cables.
That's where I would start

My plymoth neon shuts off when i stop at lights for a long time or a short time but it starts right back up what is it i was going to replace the fuel pump but i dont want to if that is not the problem

I dont think it would be the fuel pump, or else no fuel would to delivered to the engine.
i would try cleaning the throttle body first, as dirty throttle body's can cause rough idling and stalling while stopped or slow speeds.
