None of the blinkers work on my 1996 dodge stratus, all bulbs are good as the park lights and flashers work. I have three dead ports in fusebox under hood.
They all stopped working at the same time. no fuses are burnt or opened and none of the lights come on when blinkers are turned on. but ALL lights operate properly when flashers or park lights are turned on.

With no information on what driving conditions have been or what you have tried thus far, wires grounded or corroded, corrosion in bulb sockets or possibly dead bulbs.
there may also be resettable breakers located somewhere, often under the hood. In some cars with certain options a bad flasher relay also kills parking lamps.
NOTE: Emergency flashers and blinkers usually use a separate flasher unit, but one is close to the other. If your blinkers do not work but your emergency flashers do, find the emergency flasher unit by finding the source of clicking, then locate the blinker flasher nearby. They will ALWAYS be underneath the dashboard on the driver side.
those lamps have 2 filaments and one of them (the lower brightness one) is burnt out and the brighter one (brakes and blinker) still works. you need to replace that lamp
You probably have a blown fuse if none of the lights work on the front. The interior fuse box is located inside the driver door on the edge of the dash, there should be another fuse box under the hood. If the fuse for the lights isn't blown, then the actual switch may be bad.
The flasher is mounted to the back side of the multi-function switch. To
gain access, the upper steering column cover must be removed (Refer to
23 - BODY/INSTRUMENT PANEL/STEERING COLUMN OPENING COVER - REMOVAL). The
flasher can be removed by pulling it forward. The flasher is serviced
separately from the multi-function switch. The flasher is black in color
for ease of identification (COMBINATION FLASHER LOCATION).
Do the lights not come on at all or just not flash? Try left, right signal, stop and hazard, with a few lights out, the flasher will often not operate.
Relays are located in the main panel under the hood.
While not likely, it is possible that the light bulbs in both sides are have bad filaments. Turn on ignition key (but don't start engine). Then turn on parking lamps (first detent or "click" on headlamp switch). Walk around car and look for illumination on front parking lamps and rear tail lights. Turn on the right turn signal. Are those (right hand) lamps now changing brilliance? Try the left turn signal in the same manner. Are those (left hand) front and rear lights changing briiliance? Take note of any positions that did NOT change briliance when the turn signals were activated. If NONE changed briliance, you either have a bunch of bad bulbs (unlikely) or a bad flasher (more likely) or a bad turn signal switch (most likely) or perhaps wiring problems (possible if the car has been in a collision or has been "worked on" by some "non-expert" mechanic). Check the action of the emergency flasher control switch located on the steering column (facing up). Pushing it in (down) should result in the button going to two different heights alternately (low, high, low, high). You could just have bad flashers or corroded flasher contacts! Good luck!
Do you own a test light? Check for power at wires behind socket? Clean socket good , check contact spots for bulb & clean any rusty side of the socket with emery cloth, or sandpaper, for good contact also.
