Inside engine compartment on passanger side on firewall. If I recall correctly, you have to remove cooling resivor, and computer. You don't have to unplug the computer you might have to pinch off the hose on the resivor. Once those two are removed, you unplug blower motor and undo I think 5 or 6 small bolts and do the reverse for installiton.

Heater blower motor resistor. This is attatched to the side of the motor housing. (Behind the glove box) This is repalceable, and when they fail, usually you only get the high speed.

1999 Chev Venture Heater core do I need to remove Dash to replace?

The blower motor location can change from year-to-year. It can also change with the trim level of the vehicle. A vehicle that has front and rear climate controls may be configured differently than a vehicle that has front controls only. The following are two different repair procedures. One is for blower motors located and accessed in the engine compartment, the other is for blower motors mounted inside the vehicle.

REMOVAL AND INSTALLATION

Engine Compartment Mounted
  1. Disconnect the negative battery cable.
  2. Remove the engine air cleaner assembly.
  3. If necessary for clearance, remove the left hand wiper arm linkage.
  4. Detach the wire harness connector from the blower motor.
  5. Disconnect the motor cooling hose.
  6. Remove the blower motor assembly retaining screws
  7. Carefully pull the blower motor assembly out from the firewall.

Heater resistor repair in 1999 chev. K3500

The blower motor resistor is under the passenger side of the dash. If its still there you will have to remove the plastic cover, not tough. Your looking for a flat connector with 4 to 6 wires. The resistor will have 2,3, or 4 little bolts holding it in. It will be easy if you get a new one so you can see what it looks like. From what you described It sure sounds like the resistor.
