Question about 2002 Kia Spectra
0-40 mph car has hard time picking up speed. when you steadily apply pressure on the gas pedal the car still runs slow. once you get to 40mph car runs ok but will not go over 60mph. I changed fuel filter already.
I had the same problem. I changed my fuel filter too.Your catalytic converter is clogged. I could put the pedal to the floor board and couldnt hardly pick up any speed. I could hardly make up a hill on the highway. Take it to a kia dealership and they will, they should replace it for free, they did mine and I didnt have a warranty. I think there is a warranty on that specific part. That's what it is though.

Fuel pump will need to be replaced, and/or carb. adjustment. Seek professional help.
