Lacks power going up hills

It turns over and starts but as soon as I go to go up a hill there is no real power to speak of. It moves at a sluggish pace. no matter how fast i'm going it moves at a very slow pace

has the fuel filter ever been changed :) this sounds like low fuel pressure.
