Question about 2002 Toyota Camry
I checked the fuse and it is okay. High beams work but low beams won't turn on.
Try following the ground wire from the bulb to where it makes its ground. remove the ground connection, clean the terminal, the ground point where it makes a connection and reassemble it all. Sometimes you have power being delivered but the ground side isn't providing a good path for the current.

I had this problem with another car, but you may just need to replace the low-beam bulb. If you haven't already done so, check with Toyota. I've changed my Camry headlights a couple of times. I've learned that (for me) it's best to have Toyota perform the diagnostic, then find a reliable independent to perform the work. Good luck!
