Yes they can, if you know how to remove your instrument panel. I honestly can not help you with exact instructions but a Google search for "replace Instrument panel bulbs in 98 avalon" should help you find exact directions, if not you can buy a subscription for your exact model car at alldatadiy.com for 20.00 and it is well worth the cost if you maintain your own car and want to save lots of money! I use it daily! I hope I have helped you find a solution to your problem & MERRY CHRISTMAS

I change the alternator on a camry the dash board lights, tail lights wind sheild wiper, radio an it wont start whats the problem.

you may have burned out a fuseable link Alternators now are very sophisticated. Some have resistors, rectifiers, and chips in them that match the vehicles computer code. If the link is buned out you must replace it with another fusable link wire. Apparently there was a short when you wired it and it burned out the link..

2000 Toyota Avalon - when you press the brake the light on the dash comes on and indicates a problem with the tail light. Checked all the bulbs, working fine. Replace two with new ones, light still on. ...

Make sure you are using the correct bulb numbers per manufactures recommendation. Diff types of bulbs even though they fit and light up will give light monitor false readings. You may have a malfunctioning light monitor which I have seen on a few of these models.

My 98 toyota avalon dashboard light sensor is on. I checked all my lights and they are working. Is there any light that I should check?

Pull the rear bulbs out an inspect them for dark marks on the glass or abnormalities in the filament.
A bulb that works but is on the verge of failing will trigger the indicator on the dash as well.
Failing that, the lamp failure module is very common to fail, triggering the light as well. You can pry the box lid off and usually see burn marks on the circuit board when this happens.
The lamp failure module is located behind the left rear tire area in the trunk.
