Some cars have a vacume check valve on the vacume line that
activates the air duct to open and close . If the vacume is not right
it will not work properly . If the vacume check valve is ok then check
and make sure the heater core is not clogged up
On a vehicle 11 years old, I would say put gauges on it & then leak test it. Most likely has a leak & is low on refrigerant & when you move ,you put too many BTU's across the evaporator from the cabin & it is not at 40 degress to remove the heat
it is generally because the air con heat exchanger has to be cooled in order for your air con to work correctly and cool the interior of your car.
The air conditioning utilises a gas by the name of freon. This gas is pumped around the air con system by a compressor. The gas, going through the aircon cooler or heat exchanger, starts to cool down. Depending on the system layout, the gas is forced through a very small aperture situated after the cooler. It reverts to a liquid, passes through the matrix in the car, a fan blows the interior air of the car through the matrix. The fluid picks up the heat, and cooler air exits the matrix and, (hopefully) cools the interior of the car. This endless cycle is repeated as long as the air con is powered on.
Age of the truck, probably clogged heater coil. Find where coolant runs in and out of firewall under hood. Try "backflushing" with a hose and collect the water as it comes out. You'll probably see sediment and lime build up from so many seasons. The water pump isn't pushing as hard so you might not be getting flow through the heater coil as much as when it's revving higher.
I agree with philip, i have not studied the electrical system. but to my best guess the electric fans are tied into the engine cooling system. when the engine is not requesting the fans to come on. then their is very little air passing threw the cooling package. When their is no cool air passing by the condenser this will not draw the heat out of the refrigerant leaving excess heat in the system and when the cab fan blows this is were the excess heat is getting dumped. then at higher speeds their is enough air passing threw the condenser and radiator to cool them both.
