I would check a couple things, the vacuum modulator and the passing gear cable, a clogged filter will not prevent it from not shifting, it would slip instead so that can pretty much be ruled out.
you have the old school 3800 and they have decent transmissions.
Steve .This morning i went back to the road same thing 1st gear.carried it home tapped around on the ****** lightly and back to the road.same thing. finally run it up to around 35 shifted and shiftes fine..scared it leave me out in no man land in first if i don't find what was stuck..i did tap on the modeulator valve to
the modulator is pretty easy to replace, it is $13 at autozone, it can cause issues shifting, make sure the vacuum line is not cracked or dry rotted, a leak in the vacuum line can cause intermittent shifting problems.

There is a pressure sol. in the transmission that is bad . This is a common problem that requires removal of the side transmission cover. The transmission does not need to be rebuilt! Talk to a gm dealer. I have sold over a hundred of these pressure sol. and the side cover gaskets to a real gm transmission mechanic that have fixed this problem. GM parts over 20 years.

It is very likely the part that is giving you the problem is a Crankshaft Position Sensor, they go open circuit when they get hot, then after it cools it becomes a good circuit again, this is very frustrating, had the same issue with my Buick a few years ago, replaced the coils and the ignition module at a cost of hundreds, DID NOT CHANGE A THING, the crank sensor fixed the problem and was $30.00 from Buick.

Your fuel pump might be going bad. The reason why it cuts off is the fuel pump is pumping just enough to run it for a x amount of time that's why it shuts off but while it's off the pump is pumping fuel into the lines. If it's not the fuel pump then it might be your injectors.

it's probably the crankshaft position sensor. these are notorious on the 6 cylinder gm engines. tell your mechanic to diagnose the car and stop changing parts
