This is a common issue on these electronic speedo's, pull it out and send it to a GM authorized electronics repair facility, don't go through the dealer they will double the bill and send it out to the same place as you will, call them for the name and number.

I have a 2001 Jeep TJ.4.0L I6 5Speed 176,000Km When the engine is cold, at 1800RPM it makes a whining sound. It goes away when driven a couple miles.

It sounds like you need to replace the serpentine belt when they get old they will whine and when they warm up alot of times it will quit and sometimes not but it sounds like you just need a new serpentine belt which runs your water pump, alternator, powersteering.
