Fuse keeps blowing out on my 1995 range rover lwb every time I reconnect the battery it is the fuse for the fuel cap relay

It does appear you have a short circuit. Pck up an automatic circuit breaker at a parts store. Thy come in the style of plug that your fuse comes in and the proper amp rating. Put it in place of the fuse. It wil start clicking like a turn sigbal and give you a chance to find the short without having to keep changing fuses. If your fuse is a 20 amp, get a 15 amp so it will cycle faster. When you find the short, the breaker will stop clicking. Good Luck
