HAVE towing package but never used it
If your dash lights are not working, it could be any wire associated with the running lights. Try to find follow any wire that leads to a light that comes on with the headlights. This includes the tag lights. Check the towing lights as well.

Tips for a great answer:
You have a short in the running light system. All connections and lights in that system must be checked for a loose or fault. Try disconnecting the back light connections and the tag light first. If you don't blow the fuse it is in the tail light area. If this vehicle came with a factory tow package it could be related to that system as well. This is common with factory tow systems.
