This is a 1994 Nissan XE 4-cyl, 5-spd 2WD. The only vents that produce high air flow from the heater are the ones on the front of the dash that have the pivotal slats.
When switched to defrost, very small, weak air flow comes out of the defroster vents and when switched to split between feet and defrost, very small or no air flow from the floor vents or the defrost vents either.
I took up some slack in the manual wire from the heat lever, door operator cable but has not helped.

Check for vacuum lines under the hood that are loose, off, or cracked. With the engine running, wiggle them around and listen for a hissing sound.

I have a 1986 f-250 pickup, and with the heater on high I can only get air through the vents. When I turn the switch to floor or defrost the air flow still comes out of the vents. I checked the damper and it works accordingly with which setting I have it on but it seems like there is a air flow restriction somewhere else.
