The first thing to do is have the AC system checked for a low refrigerant charge, this cause loss of cooling at low speeds from the AC compressor, this test requires a shop that has a set of special pressure gauges to check AC systems. If you are low on charge you have a leak and that must be found and repaired before a recharge is done or you are just wasting all your money on very expensive parts.

I would check the radiator fan to make sure it is running when the ac is on or the engine temp goes above 220 degrees.

Change my starter in a 2005 Acura TL hear a click but the starter is not turn over or engaging can some please give me advice

Make sure battery has a full charge and connections good. Make sure engine isn't froze up. Two voltage circuits at the starter motor, one comes from battery, hot all the time. The other goes hot with key in the crank position. It grounds through the engine block.
Any testing at the starter make sure tranny is in park or neutral and parking brake is set.
The starter motor itself may have a problem? You may be able to remove starter lay it on the ground, hook up jumper cables properly from starter motor to battery. At the least it should kick out the drive gear and spin, of course that is a no load test. Some of the national brand autostores will test the starter for you, if you take it to them.

1996 Acura TL check engine light on sets these codes po155, p0141,p0135 how do I fix it?

Okay, so usually when there are a large number of codes that show up at one time they are usually related, so one problem could cause multiple codes to appear. Here is a link to a trouble code reference sheet for the 96 - 98 Acura TL Acura 9698 3 2TL Trouble Code Info

From this sheet we can see that your issues all relate to your o2 sensor heater circuit, so the first step would be to check all your fuses, the problem could be as easy as your o2 heater circuit fuse is blown. next i would check the connections to the o2 sensors themselves, make sure you have good connections and clean the connections with some di-electric grease which you can pick up at any autostore and spray it in both connectors (the wiring harness for the car and the connector attached to the o2 sensor) let them dry then reattach them. if this does not fix the problem sadly you might have to start replacing the o2 sensors. Good Luck

The temperature gauge goes up when car starts to HOT like its out of calibration. the engine is not overheating

check that the wire to the temp sender unit has not fallen off and is shorting out on the head/block. The power comes from the ignition switch through the gauge down to the sender unit and because the sender is a temperature controlled resistance unit the voltage is very low and so the gauge reads cold . as the temperature heats up , the resistance is decreased and so the voltage is increased though the gauge and the needle reads higher.. Hench if the gauge goes directly to hot on start up the wire is shorting out or the sender unit is faulty.

Acura tl 3.2 1999 engine fan comes on after I turn the car off (and usually if i have been running the A/C) This has not happened before but started about 3 weeks ago. Fan stays on about 10 mins after...

Most engine fans will come on and run after the engine has been turned off. It does that to cool the engine and is run by a temperature control. This is perfectly normal.

Fuel relay is the reason it wont start. The soldering is probably cracked somewhere and when it gets hot the metal expands and loses contact. New fuel relay from Honda was $70.
