The low idle could be caused by a dirty throttle body (TB). Take the TB off the intake and clean it thoroughly front and back sides. While doing the cleaning, disconnect the battery to reset the PCM. This will allow it to relearn to the cleaned TB.
As far as the P0606 code, it is possible that the PCM only needs to be reflashed (memory reloaded). This can only be done by a GM dealer.

Here is the most common cause of surges and stalls and low idle rough idle, it is the idle speed control air-bypass valve and throttle valve (IAC for short), they get full of gunk over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

The code indicates an issue with the Throttle Actuator control. This is a little motor on the throttle body that opens the throttle plates at idle. That control motor may be bad and thus, causing a low idle.

The dealer is looking for an easy way out, even though it may not be a big problem. They have the proper tools & equipment to diagnose it properly (or at least they should have) and repair it properly. I would insist on getting it taken care of , otherwise head for another dealer, have it repaired & send them the bill.

Removed and cleaned TB and disconnected the battery to reset the pcm but little to no difference. Will have to call to get a price on reflashing the computer.
