Usually you have to get your hand in behind and turn/spin the outer sleeve to the left. (counterclockwise.)

its fuse 46 and it should be a 15 amp according to the manual as i have the same car as you hope this helps

For the cigarette lighter fuse on uk models ford focus there is another 'hidden' fuse box behind the glove box.
Just unscrew three screws at the hinge of the glove box.
Replace fuse 35 which is a 15amp fuse.

check all the fuses,there are fuses in engine compartment also check those,but im sure its going to be the fusebox inside the car,heres a diagram to help you pinpoint the fuse, hope this helps,

Passenger compartment fuse panel The fuse panel is located below and to the left of the steering wheel by the brake pedal. Remove the panel cover to view the fuses. Access the fuses from below the panel cover. Check position 47, 20AMP...
