I can be driving down the road and my 89 Mercury Grand Marquis just stops-I have replaced the fuel filter and it still does it???

Could be fuel pump or could be a sensor is failing..may want to have a scan preformed.....good luck..

SOURCE: rear shocks on a 1996 Mercury Grand Marquis

Raise car under frame then put jack under axle before removing the shock.
Can use locking pliers to hold the shaft from turning (may have to cut away dust boots). Top nuts are accessed and can be seen from the wheel wells or from the gap between the trunk and mount frame (can't see nut from this angle). Take care with fuel lines near the driver side nut.
Preventing shafts from turning on new shocks will be tough. Make sure you have a proper tool to fit top of shaft with enough room between top of shaft and trunk (gap decreases as the nut is tightened) so the tool can be removed.

you will need the proper Quick Disconnect tool, Look on the Frame rail for the filter, remove filter from the spring type retainer, remove the safety clips on the lines but not remove them completely, insert the disconnect tool & push into the fitting of the fuel line, push line & tool into eachother then pull filter away from line, if not done properly you will have a big problem putting the line back on

you can oder a cheap lcm from silverstatefordparts.com or sometimes u can just tap the lcm box and lights should turn back on.

How would I test fuel pump I changed fuel filter 89 grand Marquis

    If your car died suddenly while driving, it is one thing, if it just didn't start one day, it is another, but given you have not given enough information, start here. Always check fuse first, this will tell you if pump is shot in most cases. Then check fuel pump relay located left fender under hood in fuse box. There are three relays as I recall, and if fuse was good, then more than likely it is relay, if I recall, two of relays are same type, so swap positions to diagnosis, you should be able to hear the fuel pump running, so get a gift wrap paper tube and put it near fuel pump location on gas tank and you should hear it easily, so this will further narrow down problem if you can't hear it run.

Sounds like a weak fuel pump so i would check the fuel pressure first.If its not within the specs replace the pump.

The Fuel Filter is located: Under vehicle, driver side, below seating area, front of rear wheelwell, mounted on chassis in fuel line .

Tune up question

That depends on your definition of a tune up. You should clean an air filter annually or sooner if driving on dirt roads. At least by 30,000 mis. you should have a new air filter. New spark plugs should be put in by 60,000 to 100,000 miles depending on your driving conditions (length of trips, etc.). Also a fuel filter(s) should be on your list if you have not replaced it or them by this age. How many miles have you got on your car?
