check the back of the intake valves for carbon and try having the fuel injectors cleaned professionally

1 or all of 2-3 sensors could be causing this to happen, my guess is maybe "intake air temperature sensor", but save yourself the guessing, and have it scanned to be sure, then you only need to replace 1 hopefully. Does it fire/start, if you remove air intake hose from throttle body & open plate & spray WD-40 in the intake for a second or 2 when it's cold, then try to start?

Has the car been kept up? is engine compression within specs? is the battery in good shape? does the fuel pump hold pressure after shut down? are u using the correct Octane fuel, higher than recommended Octane fuels cause hard start issues in cold weather.

If it starts with a shot of WD-40 then fuel delivery is obviously a problem when cold. If intake air temperature sensor ( for one) is telling it that its still real warm out, then it won't give it enough fuel to start on a cold day, which requires more fuel.

Wont start below 65 degrees all summer runs fine as long as temp above 70 degrees

Cold start sensor is defective and not enriching the mixture for cold weather start. Its usually in the inlet manifold/water jacket and works the ECU until the air/water temp has reached a pre determined point.

1990 oldsmobile 88 no crank, no start. lights & radio work fine. eventually after 30- 40 min it will turn over & start. problem just started in cold weather i.e. below 20 degrees -coincidence???

Have the battery tested at the local auto parts dealer. you may have a dead cell. the radio and lights will work fine because they do not require that much voltage. The colder it is the harder it is on the battery and the more juice the process will require. At the same time the battery will have less to offer the colder it gets. If one of the cells is dead you are not going to have enough power to turn that frozen engine over.

How old is your Battery? at the Temp. Stated above an Older Battery even though Good may not have Enough Cold Cranking Amps Left to Kick her Over.
