good question i have the same problem and i can't figure it out. I was told it is a fried wire but i don't know where. I do know it happened while installing a new after market car stereo, so there is a place to start.

I am working on this same problem right now. The bulbs are soldered into a circuit board and are not easy to replace, but it can be done. Replacement bulbs should be available at radio shack. I am going there now to check it out. Will post more as I find it out.

Radio shack carries the bulbs that are a perfect match to the bulb used to light the buttons for the bottom row of the heater and a/c control that is right under the radio. They did not have the match for the radio bulbs so I tried these in the radio buttons and they work fine. A slight bit brighter than the originals but seem to be just right for me. Part # 272-1154 $1.69 each. If you haven't done any soldering in a while, like me, watch the video on wonderhowto.com titled how to solder electronics the right way. Actually a pretty simple fix once I figured out how to get the radio apart.

Could be a bad harness, or the grounds could be corroded. Chevy did have some recalls on Silverado clusters. Also the radio fuse under the hood is part of this system. hope this helps.
