If you suspect fuel problem still, then I'd have the fuel pressure tested.
If it's up to snuff, i"d scan it & see what codes your getting. I know people hate to pay to have it scanned, but most times it's worth it in the long run. Shop around for prices on having it scanned, they may vary in your area.

If this has a 2.3 L 4cylender engine on the back of the intake there is a air solenoid these are famous to stick acting like it is starving for fuel relay when it is air!.2 -10 mm bolts and can of EFI air intake cleaner spray it out good in side the rod purges up and down depending on gas and air flow I seen a hundred of these do that! I was at a ford dealer ship!!!!! 5 years good luck!

Check for a vacuum leak, at the intake manifold, and at the throttle body. How old are the plugs and wires? Its the age not the miles. Has the fuel filter been changed?

What tuneup should I do at 65000

no tune up needed until 100000 miles. run a couple of fillups of Shell or Chevron premium gas thru it to clean out fuel system and clean engine. Walmart fuel station also have gas additive you can buy with your gas.

Checked Fuel Pressure Regulator on 93 Ford Tempo GL 2.3 Liter.

As far as I know without checking it personally it sounds like it could be one of three things (in order from easiest to hardest). Clogged air filter, worn timing chain, leaking head gasket. To check for the third go to Auto Zone and get them to do a compression check, its free. I can't remember off hand but if the 93 has a TPS (throttle position sensor) that could also cause an irratic idle.
