wouldnt start before all that or just after, (hummmmmmm)
wont crank or cranks robustly but wont start.

It is located on the fuel rail in the engine compartment, fuel rails are on top of the lower intake.

The fuel pump runs at full pressure all the time and the pressure regulator is in the fuel manifold and it maintains pressure to the injectors. Any excess is drained back to the tank

Fuel pump relay ? Have you checked base fuel pressure to find out if it is below spec ?

fuel rail contains o'ring and seal washer. the fuel regulator is at end of rail

The regulator should be right on the fuel rail on top of the intake.

If all you got at the fuel rail is 24#,it should
be around #40

You may or not be, able to disconnect any vacuum
hoses on the pressure regulator & see if you get
actual pump pressure,more than #40

If will assume you already know the age & miles
on the gas filter

Sounds as though the fuel pump is gone,if it is
from 1999, just drop the fuel tank & replace it,
before you break down somewhere
