2000 Honda Civic, new radiator and cap, new head gasket, new fan switch, thermostat - tested head, made sure engine wasn't warped and tested to be sure hoses weren't leaking .... so why does it continue to overheat?

Have someone do a Block test of the cooling system to determine if you have a headgasket problem seems likely that that is your problem, or pull the plugs connect a cooling system pressure tester and pump ot up to 20 psi or more and leave it there if it drops pump it up again, leave it there for an hour or so and keep looking into the cylinders for evidence of coolant if you see any you have a head gasket problem.

no it might have problem inside the engine also the check light should lighted get it diagnose to find what is the problem overheating really problem on the engine might be also thermostat issue have it check specially with check lights are on
