I had the same problem with my 1989 Cadillac Deville 4.5L and all I had to do is replacing the "Electronic Climate Control Module" also called: "Blower Motor Power Module" after making sure that all my fuses were in good condition in my fuse box.
Making sure that the positive wire of the battery is disconnected when doing the job. All works fine after that.

Can you run 89 cadillac deville without air pump

I am not a Cady expert. In my experience, you can probably run an engine with out the air pump ... but why would you? The air pump reduces emmissions and improves performance. Removing the pump will also require reconfiguring the belt scheme.

Best solution is fix the pump.

2002 gmc 1500 sierra starter clicks but wont turn over. Have checked fuses, charged battery, tried jump starting all it does is you can here solinoid click but starter wont turn. I did turn heater fan on...

Replace the starter, the solenoid cant engage the starter because it is locked up, hence the extreme voltage drop with the fan when you try to start it with the fan on.

My 92 eldo cadi trunk won't close it latches but the motor doesn't pull it down to close fully

There is a electric motor on the lower part of the trunk that usually goes bad. Not on the trunk lid but the trunk part. You can remove the assembly and take it apart so you can turn the latch all the way down , Once youy have done this you can put it back in place. Make sure you unplug the motor so it won't go up again, You should be able to use the release button inside.

I received great advice about my '89 oldsmobile that only makes a clicking noise when I try to start it. My other concern however is the heater fan. It did not work the last time it ran and now still does...

If your battery is weak, not holding a charge, not being properly charged by the alternator, etc .. you asking a bit much of the electrical system, especially the battery in a weak state, when you use an accessory such as the heater fan ...
