There is no fuel shut on your vehicle unless it rolls over, that is part of the fuel pump module in the tank, what is the problem?

Starting problems

since the computer is only supposed to send fuel and spark signals in reaction to input info, unless a wire in the harness is either grounding or crossing into an output wire, i'd think it's safe to assume the computer is doing that internally. Another reason is that if it were a wiring problem, pretty likely it would not run well after you did get it started.
The only thing I'd do aside from replacing the computer is to unplug all the sensors one by one while it is acting up, to get an idea about wether the errant signal is coming from a sensor or internally.
Likely you can get another computer from a scrapyard.for lots less than a new one. Since this is a "guess" repair, you may want to try that.

We have a 95 Jeep Grand Cherokee Larado. It was

Your starter does not actually start your car. It's only job is to turn the engine so it can start. (actually replaces the crank people used to need to put into the front of the car and physically crank (turn) the engine...hence the term "cranking")
The two most common causes of the problem you are having is either the crank position sensor or fuel pump has failed. Easy way to determine if the pump is bad is to listen to the gas tank when you turn the key to the "on" position...You should be able to hear it. CPS needs to be checked with a digital ohmmeter Best instructions for electrical testing can be found in chilton manuals available in most large parts stores. Haynes is somewhat useful but a bit too basic for any real electrical diagnosis. All sensors are expensive (min of $90 each) so testing is important so you don't end up throwing $ at it with no results.
Need answers to anything you find just ask!!.

1999 Jeep Grand Cherokee Larado wont start. Cranks, but injectors do not pulse( fuel rail has pressure.)

If computer sees no crank sensor signal it shuts down pulses to the injectors. But, you bring something new into the mix. Make sure fender grounding is good so the relay can operate properly and make sure power going to it is not restricted by a loose or dirty contact on the power side.

turn on the car and listen outside under the car.... are you able to hear the fuel pump ?
and there is a shut off ... for fords it's located in the rear compartment cover area where the jack is stored.

Car will not start

If this is a six cylinder, there were problems with the fuel pressure regulator leaking gas into the vacuum line creating a flooded condition. You might want to check map sensor, crank sensor.
