Do a fuel sample. On a cold engine, take off a fuel connection somewhere and slip on a rubber hose to collect the fuel into a glass jar.
If you do not see immediately a fuel problem, let the fuel set at least 12 hours and recheck the jar. If you see a separation of fuel into layers, the gas is bad.
The bad gas solution may be the answer or you need to check the fuelpump pressure at the test port if fuel injected. Even though your car is a 1991 model, there are some diagnostics built into your car. Since you did not mention a "check engine" or "wrench light" the components are not indicating a failure. It could well be the gas.
Many people have bought the same parts as you or more, only to find that the gasoline was the culprit.
Just as with any diagnoses, I would recommend starting with the least expensive fix and work your way up. I am having the same issue with my car and after $2200 in the shop, I think I fixed it myself with a $10 part.

replace the distributor oil is leaking into the electronics of the distributor and shorting out pull cap back off and look and see if oil is leaking out

More than one issue, maybe? Also consider other experts' solutions.
First, it sounds like the EGR valve is sticking open. The exhaust valve is
supposed to be closed when idling, otherwise open. It recirculates exhaust back into the manifold; can't idle car very well when the valve is open, but should not cause backfire.
U is generally an ignition timing issue: the ECM (electronic control module) is responsible for that. Check it / replace it.
Worst case: small break in one of the head gaskets (not likely, but symptom is the same).
Vacuum leak, too???

Sounds like plugged catalytic converter, Disconnect exhaust in front of Cat. and see what happens. Check to see if you are losing fluid from radiator.

that seems very, very low. almost what the battery voltage is supposed to be. actually i would say that's not charging and you need to replace the alternator. normal voltage output is 13.5-15 volts

how long did it sit? You may have varnish in your fuel tank if it sat for more than say a year or two. gasoline dries out and leaves a residue that is like glue.
