There may be two relays but you'll need owners manual to know for sure. yes there is only one fuse for the wipers, i thought you didn't know which one it was. but i'd check them all any way just to make sure. sometimes several things are on a fuse. if it's not that i'd say it's the wiper motor. try wiggling the wires connected to it and see if they come on.

You might need to unplug it and wait for its battery to die. It does not appear to be a common problem with the GPS Unit.

When I pull back wiper lever to spray windshield, wipers move but do not spray windshield. When I turn wiper lever end forward to spray rear window, it sprays front windshield. How is this possible?

Possible there is fault in the cluster switch , possible that the switch is not contacting according to the intended function to power the front washer and rear washer motors.
You need to check the output or using a multimeter the switch continuity of the wiper cluster switch.

Windshield washer fluid not spraying

Try standing outside of the vehicle and having someone press the "juice" button and listen to see if the motor is trying to spray. If it is....check to to see if you have contaminents in the windshield wiper fluid reservoir.

2000 Chevrolet Venture front winshield washers won't spray

If it shoots from the pump without lines connected, then there has to be blockage somewhere. You mentioned you blew the lines out, did you blow directly back through nozzles themselves?

Windshield wipers wont work when i engage the sprayers

Try blowing the switch out with compressed air moving it from every position. If this fails, replace the switch. Frankster016
