if it will not turn at all evan with a wiggle woggle then the only way is to try to turn the sheared off bolts with a small hammer and a centre punch and change the whole unit .If you cant knock the bolt heads around then use a radial cutter and cut through the clamp somehow ??

Remove the steering wheel (3600). Refer to the procedure in this section.
Remove the four lower steering column shroud screws.
Separate the upper and lower steering column shrouds.
Remove the ignition switch lock cylinder illumination miniature bulb from the lower steering column shroud.
Remove the upper and lower steering column shrouds.
Remove the multi-function switch (13K359). Refer to Section 11-05 for the removal and installation procedure.
If equipped, remove the ignition/shifter interlock cable screw.
Disconnect the ignition/shifter interlock cable (3F719) from ignition switch lock cylinder (11582).
Use a chisel to remove the two ignition switch lock cylinder bolts.
Remove the ignition switch lock cylinder from the steering column.
Disconnect the ignition key reminder switch electrical connector.
If necessary, remove the ignition key reminder switch.
Installation NOTE: Use new ignition switch lock cylinder bolts. Tighten the bolts until the bolt heads break off. Check for proper ignition switch (11572) operation.

Ignition Switch Lock Cylinder
Removal and Installation All vehicles
Disconnect the battery ground cable. For additional information, refer to Section 414-01 .
Turn the ignition keys to the ON position.
Early build vehicles
Remove the upper steering column shroud.
Remove the screws and the lower shroud.
Using a small tool, press the ignition lock cylinder release button and pull the ignition lock cylinder out.
Late build vehicles
Using a small tool, press the ignition lock cylinder release button in the hole and pull the ignition lock cylinder out. Usually, the key has to be in the oN position to do this step.
Insert the ignition key into the ignition switch lock cylinder and turn to the RUN position.
Push the ignition switch lock cylinder release tab with a punch while pulling out the ignition switch lock cylinder. It is the little hole in the side.
To install, reverse the removal procedure.
This is VERY simple.

Removal
Remove steering wheel and combination switch. See STEERING WHEEL & AIR BAG and
COMBINATION SWITCH . Disconnect ignition switch electrical connector. Using a chisel and screwdriver,
back out bolts at steering lock bracket. Insert key into steering lock cylinder, and turn to ACC position. Using a
small Phillips screwdriver, push cylinder lock pin inward. On all models, remove ignition switch, steering lock
and bracket.
Installation
To install, reverse removal procedure. Use NEW steering lock bracket and bolts. Temporarily install ignition
switch and steering lock cylinder onto steering column. Ensure ignition switch functions normally, then tighten
steering lock cylinder bolts. Tighten lock bolts until heads twist off. To complete installation, reverse removal
procedure.

the actuator inside the sterring column that the lock cylinder turns is boken, this is a very complex job and is not for the home tech without a factory service manual.
Rotate ignition switch lock cylinder (11582) to the RUN position.
Disconnect the ignition switch electrical connector.
Remove the two screws retaining ignition switch (11572).
Disengage the ignition switch from the actuator.
Installation
NOTE: A new replacement ignition switch assembly will be set in the RUN position as received.
Adjust the ignition switch by sliding the carrier to the ignition switch RUN position.
Make sure that the ignition switch lock cylinder is in the RUN position. The RUN position is achieved by rotating the ignition switch lock cylinder approximately 90 degrees from the LOCK position.
Install the ignition switch pin into the actuator. It may be necessary to move the ignition switch slightly back and forth to align the ignition switch mounting holes with the lock cylinder housing threaded holes.
Install retaining screws. Tighten to 5.6-7.9 Nm (50-69 lb-in).
Connect electrical connector to ignition switch.
Connect battery ground cable. Check ignition switch for proper function, including START and ACC positions. Also, make certain that the column is in the LOCK position.
Install lower instrument panel steering column cover with screws.

Using a 1/8-inch drift, press the ignition switch lock cylinder release pin through the access hole while pulling out the ignition switch lock cylinder.
The key will not turn to aux position. Any other suggestions?
