Can you disconnect the shifter at the transmission and move the shift arm ? Make sure the parking brake is set first.
You may have to disassemble the steering column to un-jam the key cylinder and shifter.

The transmission has suffered a big fault - the protection activated so you can't put it in drive and do even more damage. When despite the warning you tried that the defect extended to the engine's ECM which has now gone in protected mode also so the engine has stopped working.
There is nothing you can do, a fault that big can be fixed only at a repair shop - the transmission must be taken out of the car and dismantled to fix it. And i must tell you, it will be very expensive.

the idiots must have towed the the car by the wrong end , this will burn out the transmission in short order. Any car needs to be towed with the drive wheels off the ground, if that is not poss then the drive-shaft has to be removed.

If they time out and I don't know that but you would. You may have a relay holding them on and not timing out

The first thing to check is the linkage. Sometimes the linkage will slip, Block the wheels on the car (both front and rear) to prevent rolling. Locate the shift linkage on your transmission, and loosen the nut. You should be able to move the shift lever through all the gears, including "P" and "R". Place the transmission shift lever in "Park" (on the transmission) then move the shift lever (inside the car) in the "P" position and tighten the nut (not a bad idea to use a new locking nut here) You should now be able to shift through all gears. If this does not work, you have a more serious problem that may include a worn or broken belt or broken parking pawl inside the transmission.

It is usually the lock cylinder that is bad. Is the steering column round? And is it telescopic? It does require some special tools to change the cylinder.

Gear shifter is in Park, but dash reads it's in Reverse. Car won't turn over because it is in Reverse now.

You have to locate where the park ignition switch is located. Some are on the transmission and some are in the column under the dash. It probably got moved.

No vehicle will start in reverse... it must be in park or neutral. That proves that your linkage under the car for the transmission is set to reverse since your reverse lights are likely on and the starter is locked out. So i would look at your linkage under the car and look for something that fell off or is bent.

The 1993 fleetwood cadillac has a key with a resistor mounted in the key (in the center of the black plastic in the key. The ignition lock cylinder reads this resistence, If correct the car starts. In your case the wires that come off the lock cylinder may be broken. If the starter turns the engine over then the lock cylinder is ok. Need more information

Put key in ignition, turn to on position (do not start)
Leave in ON position for EXACTLY 10 minutes. As soon as pass light turns off, then IMMEDIATELY start the car.
