Question about 1995 Toyota Camry
Check your thermostat first. They're cheap, so replace first. If it still has the same problem, check hose. Sometimes when they are olf, they collapse inside. If that doesn't help, it could be a heater core bad, or ahead proble. But start with the thermostat. It sounds like a simple fix.
