If you have air conditioning and are using it, you could be hearing water in the bottom of the HVAC box behind the dash. The drain tube could be plugged up.

You should be able to spin the hub and see if the brake rotor is warped. If it is, it will make a scraping noise on one part of the rotor. Also there is a dust shield that may have gotten bent and could be rubbing on the rotor. If there is no noise, have the tire and rim checked for being out of round or needing balancing.

Rust and bushing wear are problems with the rear suspension components in these vehicles. You did not mention the year, but you probably have leaf springs back there. You need to check the shackle bolts and the leaf retaining rivets for loose or missing parts. If you have coil springs, check the lower spring bumpers - one or both my be badly worn or gone. And yes, any bushings may need replacing.
As far as the brakes are concerned, that is probably the noise you hear. You need to have the shoes replaced right away, and since they are that badly worn, the drums will need to be turned or probably replaced.

check the battery connections as the noise may be shorting at the terminals ( dirty or loose) have a load test done on the battery as the cold weather quickly fails bad cells.

If the noise get louder on some certain speeds then it is a bad bearing. You are describing the noise as swish/ winding which makes me think that most likely it is a wheel bearing, try rotating the tires also.

I have heard several heater cores gurgle on these. Usually the noise is most noticable when accelerating and will sound like it's coming from the right side of the dash ahead of where the passenger sits. If this is it it can be very difficult to get it to completely stop making this noise [and we've tried many different tricks to do so] It doesn't hurt anything but is annoying. The test we use to see if this is what's making the noise you are hearing it to temporarily bypass the heater core by disconnecting the heater hoses and looping them together under the hood and driving the vehicle for a day or so. If the noise is gone you've got your culprit. If not then at least you've eliminated a suspect. Hope this helps a bit and good luck!

Is this a swish swish noise associated with speed of rotation of the wheel. Often if you are passing a wall whilst driving down the road and take the window down the noise will be reflected back to you. Feather the brakes very gently until the noise is pronounced. My guess is that the wheel bearing has bedded in and the stub axle nut could do with a bit of tightening up. Once you have located the wheel that is causing the noise lift that corner of the car so the wheel is just free to freely rotate. Spin the wheel and listen for the tell tale noise. Tighten the central nut until some resistance to rotation is felt ease the nut back until free motion is felt again ease the nut by a single flat from this point. Now rotate the wheel the again and listen. Basically this process reduces excessive play in the bearing. Excessive bearing play allows the wheel hub to wander a tiny fraction allowing the disc to make contact with the brake shoe, hence the noise. Once the play is reduced this intermittent contact should disappear

I I have a 98 plymouth breeze i get a swish sound

The AC Clutch is going and is slipping, thus the swishing sound..sorry. When the Defrost or AC is turned on the Clutch is Engaged. And yes the AC Unit replacement is recommended over trying to have the Clutch replaced. Most mechanics won't even try rebuilding an AC Unit.
